A hollow skull, in 2 pieces, that fits over standard Christmas mini-lights. It should be tight enough to just fit and stay on. 

Please excuse my poor attempt at gluing the pieces together, it can look much better if you're better with a glue gun than I am. It should be transparent enough to see the light through but you can play with settings and filaments and colors to achieve more or less light.
