This is a trim piece made to clean up the hole created by spare tire covers with provisioning for a backup camera, like on the new Bronco.  This helps clean up the ragged holes left by aftermarket covers and makes it look more OEM.  Additionally, it helps prevent the raw cover from flapping over the backup camera and blocking your view!  I recommend lining the inside shaft in something like felt to prevent marring.
