This is a belt buckle overlay for CT-9904 Crosshair from the bad batch Cosplay.
It is meant to cover a real belt buckle.

CT-9904 Crosshair buckle = buckle with no bandolier clip.
buckle static, and bandolier clip static = buckle and bandolier clip that can not swivel.
buckle swivel, and bandolier clip swivel = buckle and bandolier clip that can be made to swivel by gluing, or epoxying a clothing snap between them.
