The character design of K9999 was heavily inspired by the antagonist Tetsuo from the 1988 animated film Akira. In his default state, he has blue hair, which turns white when he uses his powers. He wears an orange bodysuit with a red cape, a special blue glove on his left hand, and a black bandage wrapped around his right hand; his lower body is adorned with dark blue trousers and blue high-top boots featuring an orange central stripe.

I always feel like his appearance resembles a certain character—I just can’t quite recall who it is.
