This is a 4.5" (114mm) fishing lure.  It should float if you keep the wall and infill low (4wall and 40ish infill).  You can go lower to be safe or wanted to use heavier hardware (Hooks, split rings, and twist eyes)

 

The lure is bent 90 degree but it looks less than that.  Suppose to look like a dying minnow that float sitting tail down and you just give it a jerk here and there.
